In October 2001, the Drug Treatment Court Commission was initiated by the Chief Judge of the Court of Appeals (Administrative Order, Oct. 23, 2001). To institute a system of drug treatment courts statewide, the Commission worked to establish uniform standards and procedures. The Commission also assisted local jurisdictions in setting up drug treatment courts by providing technical assistance, training, and other support. Programs for such courts were coordinated and evaluated by the Commission so that they would function efficiently statewide.

Appointed by the Chief Judge of the Court of Appeals, Commission members included representatives of the Judicial Branch, the General Assembly, the Department of Health and Mental Hygiene, the Department of Juvenile Services, the Department of Public Safety and Correctional Services, a State's Attorney's office, the Public Defender's Office, the Governor's Office of Crime Control and Prevention, the Maryland Association of Public Health Officers, and providers of addiction treatment services.

In December 2006, the Commission was restructured as the Drug Court Oversight Committee under the Problem-Solving Courts Committee of the Maryland Judicial Conference.

MANAGEMENT ANALYSIS & RESEARCH
In July 2006, restructured as Department of Court Research and Development.

PERSONNEL, EDUCATION, & PUBLIC INFORMATION
Reorganized in 1998 to form Human Resources under the Administrative Office of the Courts, and the Court Information Office under the Court of Appeals.

PLANNING & FACILITIES
Renamed Facilities in 2001.

SENTENCING GUIDELINES & COURT STATISTICS
Abolished in 2001; functions transferred to Circuit Court Management Services.

TRAINING
Under Personnel, Education, and Public Information, the work of the Training Unit was assigned to Judicial Education to form Judicial Education and Training in 1997.

TRIAL COURTS HUMAN RESOURCES FIELD LIAISON
In May 2005, functions transferred to Workforce Initiatives.
