In April 2007, the Climate Change Steering Committee was created by resolution of the Board of Directors to advise the Board on strategies and goals for a regional climate change program. The Committee was to measure local greenhouse gas emissions; study the local impact of climate change; and evaluate the feasibility of establishing a carbon reduction fund for the Washington region. In July 2009, its mission was assumed by the Climate, Energy and Environment Policy Committee.

In June 2010, the Joint Washington Metropolitan Area Transit Authority Governance Review Task Force was convened by the Metropolitan Washington Council of Governments and the Greater Washington Board of Trade. The Task Force was to review the organizational structure of the Transit Authority and consider how to make it more effective.

On November 17, 2010, the Task Force issued its report.

The Metropolitan Development Policy Committee advised the Metropolitan Washington Council of Governments Board on policy issues relating to planning, land use, forecasting, and economic development. The Panel on Analysis of and Potential for Alternate Dedicated Revenue Sources for Washington Metropolitan Area Transit Authority was authorized by the Board of Directors of the Metropolitan Washington Council of Governments in September 2004. The Panel, also known as the Metro Funding Panel, considered funding options for the region's public transit system. On January 6, 2005, the Panel issued its recommendations.

TASK FORCE ON HOMELAND SECURITY & EMERGENCY RESPONSE FOR THE NATIONAL CAPITAL AREA
The Board of Directors of the Metropolitan Washington Council of Governments created the Task Force on Homeland Security and Emergency Response for the National Capital Area on November 14, 2001, in response to the terrorist events of September 11, 2001. The Task Force developed the Regional Emergency Coordination Plan that includes emergency communications, and a GIS-based infrastructure. The plan was being devised in cooperation with Maryland, Virginia, the District of Columbia, the Council's participating governments, and agencies of the federal government. The Board of Directors approved the Plan on September 11, 2002, and on November 13, 2002 created the National Capital Region Emergency Preparedness Council to replace the Task Force.

On July 14, 1999, the Task Force on Regional Water Supply Issues was created by the Board of Directors of the Metropolitan Washington Council of Governments. The Board acted in response to serious drought-related conditions that affected the water supply in the metropolitan Washington region.

Initially, the Task Force charge was to review water supply policies, plans, programs, and regional drought emergency agreements. The Task Force reported its findings to the Board of Directors on November 10, 1999.
