Born in Talbot County, Maryland. Attended Easton High School; Chesapeake College; Loyola College in Baltimore, B.A.; Federal Bureau of Investigation (FBI) National Academy, Quantico, Virginia. Served in U.S. Army Infantry. Employed by Maryland State Police, 1960-84. Secretary, Maryland Association of Counties, 2011- (board of directors, 2008-; legislative committee, 2011-; tax subcommittee, 2011-). Board of Directors, Talbot County Arts Council; Easton Academy of the Arts; American Cancer Society; Izaak Walton League; Talbot Partnership for Alcohol and Other Drug Abuse Prevention. Member, Knights of Columbus; Elks Lodge no. 1622; Talbot County Business Round Table; Easton Rotary; Maryland Troopers Association. Past president, Maryland Sheriff's Association. Member, S.S. Peter and Paul's Catholic Church (president, parish council).
