In April 2004, the State Planning Committee for Higher Education was formed by the Maryland Higher Education Commission.

The 2004 biannual update of the State Plan for Higher Education was based on the findings of the State Planning Committee for Higher Education. For the Maryland Higher Education Commission, the Committee examined enrollment trends, costs of education, workforce issues, and cost efficiencies. The Committee also sought ways to ensure that college is accessible and affordable for Marylanders. In December 2004, the Commission submitted the Plan for the next two years to the Governor. Higher education institutions worked collaboratively with the Commission to implement the Plan.

The Work Group completed its review of the State Plan for Post-Secondary Education in June 2009. The Higher Education Commission approved the revisions at its June 17, 2009 meeting and submitted report to Governor and General Assembly.

The William Donald Schaefer Scholarship Advisory Council was initiated October 2004 within the Maryland Higher Education Commission (Chapter 413, Acts of 2004). Annually, the Council advised the Commission in selecting the William Donald Schaefer Scholars.

The Council last met in 2008.

WILLIAM DONALD SCHAEFER SCHOLARSHIP PROGRAM
Under the Office of Student Financial Assistance, the William Donald Schaefer Scholarship Program was established in October 2004 (Chapter 413, Acts of 2004). Through this program, annual scholarships were awarded to Maryland residents who demonstrated financial need and a serious intent to enter public service on the completion of their schooling. In 2006, the scholarship program was combined with other grant programs to form the Workforce Shortage Student Assistance Grant Program. (Chapter 367, Acts of 2006). Until 2012, students who received scholarships in prior academic years will continue to receive the awards as long as they remain eligible.
